The Mission
There is no such thing as a purely civilian virology lab, research institute or even privately held company in China under the CCP. The Civil-Military Fusion Law, which was exercised by the PLA during the COVID-19 pandemic, renders any institution, private company, or non-governmental organization vulnerable to forcible takeover by the state at any time. In addition, high-risk pathogen and cognitive warfare research that is being conducted at various Chinese virology institutes is under the direction of the CCP and, in some cases, the PLA. This represents a fundamental difference in the system between China under the CCP and the select few other nations that have the demonstrated capability to work with these weapons platforms. It should also be noted that while the PLA continues to lag far behind the United States and its Allies in the Indo-Pacific in conventional terms, the bioweapons and cognitive warfare domains are the two key areas where China is currently ‘upstream’ and has clearly assessed that this provides the CCP with asymmetric options.
The Founders

Dr. Ryan Clarke, Managing Director and Co-Founder
Dr. Ryan Clarke is a multi-domain strategic intelligence veteran with an international career in leadership positions in defense technology companies, investment banking, venture capital, biodefense, strategic think tanks and Tier 1 national security units. He is the author of seven books/monographs and over 70 journal articles. He holds a PhD from the University of Cambridge where he was awarded the Salje Medal for the most innovative research. Dr. Clarke is a Senior Fellow at the East Asian Institute, National University of Singapore. He has lived in the Indo-Pacific for 18 years and has a lock on this domain.

Xiaoxu Sean Lin, Scientific Director and Co-Founder
Sean Lin is an Assistant Professor at Feitian College Middletown New York. He is a former U.S. Army Officer and Microbiologist. He obtained his Ph.D. degree in Microbiology and Immunology at University of Alabama at Birmingham, and a Master Degree in International Relations from the Maxwell School at Syracuse University. He is a frequent commentator for the Epoch Times Media Group, Radio Free Asia and Voice of America. He is also a member of the Committee of Present Danger: China.

LJ Eads, Technology Director and Co-Founder
LJ Eads is a prior U.S. Air Force Intelligence Officer, Signals Intelligence Analyst, and the Founder of Data Abyss. He has developed artificial intelligence capabilities in the domains of Space, Cyber, and Open-Source Intelligence for the Intelligence Community. He currently develops capabilities that are directly improving the United States ability to collect, analyze, and provide intelligence products in the arena of China’s strategic science and technology development using multi-lingual open sources.
